Iryna Zarutska had come to the United States after fleeing the war in Ukraine, hoping to build a safer future.

She was only 23.

But on August 22, 2025, that future was tragically cut short when she was fatally attacked aboard Charlotte’s LYNX Blue Line.

Authorities identified Decarlos Brown Jr. as the suspect, and he was charged with first-degree mu#der in North Carolina. Federal prosecutors later brought an additional charge alleging an act of violence causing d#ath on a mᴀss transportation system.

💔 THE CASE HAS NOW FACED A MAJOR LEGAL DELAY

In June 2026, a federal judge found Brown incompetent to proceed to trial “at this time.”

According to the U.S. attorney, the court determined that Brown had a good prognosis for having his competency restored and ordered treatment and medication. He remains in federal custody while that process continues.

This ruling does not determine whether Brown is guilty or innocent. Instead, competency concerns whether a defendant is currently able to understand the legal proceedings and meaningfully ᴀssist in his defense.

🕊️ A CASE THAT REMAINS UNRESOLVED

The federal indictment alleges that Brown attacked Iryna aboard the light rail shortly after she sat down in the train car. Prosecutors say surveillance footage captured the incident and that Brown was arrested shortly afterward.

Brown remains presumed innocent unless proven guilty in court.

The federal indictment states that the charge carries a maximum statutory penalty of life in pr#son or d#ath if convicted. The indictment also contains special findings that could permit prosecutors to seek the d#ath penalty, although the Justice Department had not announced that it would do so.

Before becoming known around the world because of this tragedy, Iryna was a young Ukrainian woman trying to begin again.

She had left a country devastated by war and traveled to the United States hoping for safety and opportunity.

Her family has continued to seek answers as the criminal case moves through the courts.

More than a year after her d#ath, the case remains unresolved, and the latest competency ruling means the path toward a trial has been delayed.

For those who loved Iryna, the legal proceedings are only one part of an immeasurable loss.

She was 23.

She had a future ahead of her.

She had already survived so much before coming to America.
