Richmond Community Mourns Mother of Two Jazmin Wooten-Mitchell Following Fatal Officer-Involved Shooting

The Richmond community is mourning the loss of 31-year-old Jazmin Wooten-Mitchell, a mother of two whose life ended during an officer-involved shooting Thursday evening at the Belt Atlantic Apartments in South Richmond.

According to Richmond Police, officers responded to a 911 call at approximately 6:47 p.m. reporting gunfire at the apartment complex located in the 4000 block of Midlothian Turnpike. Witnesses told investigators that multiple gunsH๏τs had been fired and that rounds were striking and penetrating an apartment door.

As officers made their way toward the apartment, authorities say they heard additional gunsH๏τs, heightening concerns for the safety of anyone inside the residence.

Police reported that when officers encountered Wooten-Mitchell, she was holding a firearm. Officers issued commands directing her to put the weapon down, according to investigators. Moments later, one officer discharged a firearm, fatally striking Wooten-Mitchell.

Officials confirmed that her two children were not inside the apartment at the time of the incident, and no other injuries were reported.

Family members described Wooten-Mitchell as a devoted mother who had recently been struggling emotionally following the death of the father of one of her children. Hours before the shooting, she shared a concerning message on social media that prompted loved ones to worry about her well-being.

Relatives say they had been trying to support her through an extremely difficult period, making the outcome even more heartbreaking for those closest to her.

Speaking after the incident, Richmond Police Chief Rick Edwards called the shooting a tragedy for everyone involved.

“This is a tragic day,” Edwards said. “A person lost their life, and an officer had to do something that none of us joined this police department to do.”

Following department policy, the officer involved has been placed on paid administrative leave while multiple investigations move forward.

Investigators are reviewing witness statements, forensic evidence, surveillance recordings, and body-worn camera footage to determine the full sequence of events. Richmond officials have stated that body camera video is expected to be released publicly within approximately two weeks as part of the department’s commitment to transparency.

The Richmond Commonwealth’s Attorney will evaluate the case to determine whether any criminal charges are warranted, while an internal review will ᴀssess whether departmental policies were followed during the encounter.
