Authorities Search for Two Teens in Fatal Shooting of Penn State Student

Philadelphia Police Department and the United States Marshals Service are searching for two teenagers wanted in connection with the fatal shooting of a Pennsylvania State University student in Philadelphia.
Authorities have identified the suspects as 16-year-olds Kaiseem Smith and Azzubair Outen-Fleming, who are wanted in the killing of 22-year-old Billy Schmidt.
According to investigators, Schmidt was sH๏τ outside his family’s home in South Philadelphia at around 1:30 a.m. on June 6 after returning from a local bar, where he had been watching the NBA Finals with friends.

Surveillance footage obtained from a nearby home reportedly shows two individuals speaking with Schmidt before he appears to ask them for his cellphone. Authorities have not released additional details about what led up to the shooting.
Billy’s father, Bill Schmidt, remembered his son as a caring young man who never caused harm to anyone. He said Billy had simply been walking home when his life was tragically cut short.
On June 30, Frank Vanore announced that arrest warrants had been issued for both teenagers.
The following day, the U.S. Marshals Service announced a reward of up to $5,000 for information leading to the arrests of Smith and Outen-Fleming.
According to authorities, Smith is approximately 4 feet 10 inches tall and weighs about 110 pounds. He was last seen near the intersection of 27th and Reed Streets in Philadelphia.
Outen-Fleming, who is also known as Zubair, is approximately 5 feet 6 inches tall and weighs around 145 pounds. Authorities said he was last seen in the 3400 block of Germantown Avenue.
The investigation remains ongoing, and law enforcement agencies are asking anyone with information about the suspects’ whereabouts to contact the Philadelphia Police Department or the U.S. Marshals Service.
