A major federal operation in Tampa Bay has led to the seizure of a 70-foot semi-submersible vessel allegedly linked to the Sinaloa Cartel, carrying an estimated $500 million worth of fentanyl. Authorities say the vessel — often referred to as a “ghost submarine” due to its low radar profile — was intercepted at dawn during a coordinated mission involving the Federal Bureau of Investigation and the Drug Enforcement Administration.

Officials report that the narcotics haul alone represents one of the largest maritime fentanyl seizures in recent years. However, investigators say the drug shipment was only part of a broader and more troubling discovery.

According to preliminary findings, Marcus Deleon, identified as Director of the Florida Gulf Coast Port Authority, is accused of systematically weakening coastal security measures in exchange for alleged monthly payments of $340,000. Prosecutors claim sensitive information — including navigation charts, patrol schedules, and surveillance blind spots — was shared, potentially allowing cartel vessels to bypass detection.
The operation, internally referred to as “Kraken Protocol,” also uncovered what authorities describe as a covert submarine refueling site in the Florida Keys. Investigators are now examining possible links to wider corruption networks, including allegations of bribery and political infiltration.

Federal officials have not yet disclosed the full scope of arrests or charges. The investigation remains ongoing as authorities assess how extensive the alleged security breach may be — and whether additional “ghost vessels” remain active along U.S. coastal waters.
