Philadelphia Police And U.S. Marshals Search For Teen Suspect After Penn State Student Fatally SH๏τ

Authorities are continuing a multi-agency search for a second teenage suspect in the fatal shooting of 22-year-old William “Billy” Schmidt, a Penn State student who was killed while walking home in South Philadelphia after watching the NBA Finals with friends.
The investigation has led to murder charges against two 16-year-olds. One suspect, Azzubair Outen-Fleming, was arrested in Colorado on July 1, while the second suspect, Kaiseem Smith, remains at large. Prosecutors have announced that both teenagers are expected to face charges including murder, robbery, criminal conspiracy, and firearms-related offenses. As with all criminal cases, the allegations must be proven in court.
According to Philadelphia police, Schmidt was fatally sH๏τ shortly after 1:30 a.m. on June 6 near his family’s home on Durfor Street in South Philadelphia.

Investigators say the 22-year-old had spent the evening watching the NBA Finals at a neighborhood bar before beginning the short walk home. Surveillance footage reviewed by detectives reportedly shows Schmidt interacting with two individuals moments before the shooting. Authorities say the video captures Schmidt asking for his cellphone to be returned before a gunsH๏τ is heard.
District Attorney Larry Krasner said investigators believe the encounter began as a robbery.
According to prosecutors, Kaiseem Smith is alleged to have fired the fatal sH๏τ, while Outen-Fleming is also accused of participating in the robbery and homicide. Prosecutors have indicated that additional evidence continues to be reviewed as the investigation remains active.
Philadelphia Police issued arrest warrants for both teenagers on June 30.
The following day, members of the U.S. Marshals Service located and arrested Outen-Fleming at a relative’s residence in Colorado Springs after investigators determined he had left Pennsylvania. Officials also arrested his stepfather, Donte Abdulmalik, who is accused of helping the teenager evade law enforcement by transporting him out of the Philadelphia area. Abdulmalik faces separate charges related to allegedly ᴀssisting a fugitive.
Kaiseem Smith remains the subject of an active search.
Authorities have urged members of the public not to approach him if he is seen, describing him as potentially armed and dangerous. The U.S. Marshals Service continues to lead the fugitive investigation with ᴀssistance from the Philadelphia Police Department and other law enforcement agencies. A reward has been offered for information leading to Smith’s arrest.
Schmidt was entering his senior year at Penn State World Campus, where he studied digital journalism and media.
His death prompted an outpouring of grief from classmates, friends, neighbors, and university officials. Penn State issued a statement expressing condolences to his family, while hundreds of people attended a vigil in South Philadelphia to honor his memory. Loved ones described Schmidt as a kind, caring young man who was looking forward to graduating later this year.
Schmidt’s father has publicly called for accountability while emphasizing that no criminal prosecution can reverse his family’s loss.
He said his son “never hurt or bothered a soul” and expressed hope that those responsible would be taken into custody before anyone else is harmed.
Investigators continue reviewing surveillance footage, forensic evidence, witness interviews, and digital records as they work to complete the case.
