Jamaal Howard remains on Texas’ d#ath row with an exec#tion date of October 7, 2026, according to the Texas Department of Criminal Justice. As that date approaches, questions surrounding his mental-health history and earlier legal challenges are again drawing attention to the case.

THE 2000 CONVENIENCE-STORE CASE

Howard was 20 when the crime occurred in Silsbee, Texas, on May 12, 2000.

According to the Texas Department of Criminal Justice, Howard robbed a convenience store and sH๏τ a 42-year-old female clerk during the robbery. The state says he took $114 from the cash register. Howard was subsequently convicted of capital mu#der and sentenced to d#ath.

He was received on Texas’ d#ath row on April 26, 2001, at age 21. TDCJ’s current record lists no prior prison record.

MENTAL-HEALTH QUESTIONS

Howard’s mental condition has been an important part of his legal history.

According to Execution Watch’s summary of the case, defense experts previously reported impaired intellectual functioning and raised the possibility of an emerging thought disorder, possibly schizophrenia. His attorneys have argued that his mental limitations should affect whether the d#ath penalty can legally be carried out.

However, these are defense claims and expert ᴀssessments presented in litigation, rather than a current court ruling declaring that Howard is legally ineligible for exec#tion.

HIS PREVIOUS FEDERAL APPEAL

Howard’s case has already reached the U.S. Supreme Court.

In 2020, the Fifth Circuit considered his request for a certificate of appealability after a federal district court rejected his habeas peтιтion. The appellate court denied the request, finding that the issues raised did not warrant further review.

Howard subsequently asked the U.S. Supreme Court to review the Fifth Circuit decision. The Supreme Court docket shows that the peтιтion was distributed for conference in January 2021 and was denied on January 11, 2021.

That earlier denial does not itself prevent Howard from pursuing any later legal claims that may become available before his scheduled exec#tion.

OCTOBER 7 ᴅᴇᴀᴅLINE

For now, the most important development is the scheduled date.

Texas currently lists Jamaal Howard, TDCJ #999383, for exec#tion on October 7, 2026. The state’s official schedule was last updated September 24.

A scheduled date, however, does not guarantee that an exec#tion will take place. Courts can issue stays or other orders, and clemency proceedings can also affect the timetable.

At the moment, the official Texas schedule continues to show October 7.

WHAT HAPPENS NEXT?

The central question is whether Howard’s remaining legal avenues will produce a court order stopping or delaying the exec#tion.

His case involves issues that have been litigated for years, including questions concerning his mental functioning and the consтιтutional limits surrounding capital punishment.
